GSM/UMTS standards are formally published by the European Technical Standards Organization. All approved standards (back to Phase 1) are available free in pdf form from http://webapp.etsi.org/key/queryform.asp. CDMA/CDMA2000/CDMAXXX Standards
Approved Standards are ransomed from http://www.tiaonline.org/.

Bluetooth® Standards
